Looks like you are using a scaling of 150%
I see the same icon as Windows Explorer at 150% on Windows 10 22H2. Not sure why your 32x32 icon differs.
Have you changed any icon settings under Tools -> Options -> Advanced?
Please check:
icon_use_thumbnails
icon_scale_down
