How to unpack a .lng file?

I checked the website’s translation support and forum posts, but I couldn’t find a Template.txt that supports version 1.5. I obtained a 1.5 .lng file from the internet, which is valid, but it contains very few translated texts. Is there any way to extract the .lng file?

Everything 1.5 is not ready for translating yet.

I am working on localization support and hope to have a template soon.
