Is this normal or I have some option enabled\disable
When I create a file list and open the file list,the preview pane is not displaying anything when I click on images
I am trying to view files that are not in the database and the only way I know if is with file lists

Normal.
Filelists are considered static and will (default) not access the disk for previews, thumbnails, etc.
To override this behaviour:
- Go to Menu > Tools > Options > Advanced
- In the Show settings containing: field, type filelist
- From the list, select filelist_preview
- Set it's value to true
