[feature request] accept common date formats in "set file time" dialog

greetings ..

i hope i can insert the desired date in the "set file time" dialog with this common format "August 1, 1997" as it's widely exist and used in internet and common documents format.

this will ease and automate alot in some workflows

also if the "set file time" dialog can get and set the inserted date and keep the original file time because it's not included in the "inserted data" that would be awesome ..

the image below show the dialog i mentioned and the date format i tried to use ..

Everything currently only supports ISO8601.

Please try setting the date to: 1997-08-01

I will consider support for "August 1, 1997" and other formats.
