utf8 letters in path makes in impossible to use open path

Hi.

There is some issue with 'Open Path' functionality if there is a UTF-8 letter in the path (directory name for example).

How to reproduce:

1) search any file with UTF-8 letter in directory name
2) right click on that file and select 'Open Path'
3) Explorer opens 'My Documents' instead of the path to the file

However, If I put fullpath to the Start menu->search bar (or start->run aka Win+R) it opens just fine.

Are you sure it's an issue with Explorer?

I think it's rather an issue with Everything not fully supporting UTF-8 ?
